I'd recommend tackling this after the Path of Fangs Dungeon or maybe even after Junktown Dungeon. When all of them are lit, go down and activate the vessel to summon Fire Lord R'Zahl. it doesn't matter what order you do it in. These 12 torches need to be lit with Flints, Flints can be obtained at random from dungeons and chests on the world map. Inside the cave there will be 12 torches surrounding a vessel.
